RCRC’s 2016 Annual Meeting – REGISTER TODAY!!!

RCRC’s 2016 Annual Meeting will be held September 28-30 at the Resort at Squaw Creek in Placer County.  This year’s program will feature experts discussing a wide range of topics of interest to rural counties including:

  • In Insider’s Perspective on the U.S. Supreme Court;
  • Implementation of a Medical Marijuana Regulatory Scheme in California;
  • Expert Commentary on the Current Political Landscape; and,
  • Navigating the Foster Care System.

Congress in Summer Recess as Conventions Begin

Congress has officially started their annual summer recess, and will be out of session for the next six weeks.  Congress did not resolve several issues that arose before leaving Washington such as federal appropriations (including Federal PILT funding), a bill to help address the Zika virus, and gun control.  The summer recess started early this year because of the Republican and Democrat 2016 national conventions.  

This week, Republicans spent the week in Cleveland, Ohio and officially nominated Donald Trump as the Republican Presidential candidate.  Unfortunately, at least six members of California’s Republican delegation at the convention were infected with norovirus, a highly contagious digestive illness.  Democrats are expected to nominate Hillary Clinton as the Democratic presidential candidate next week in Philadelphia, Pennsylvania.  Congress will reconvene on September 8, 2016.

New PACE Initiative and Guidance

This week, the Administration announced a new initiative to improve Property-Assessed Clean Energy (PACE) programs called the “Clean Energy Saving for All Initiative.”  The initiative aims to increase access to solar energy and promote energy efficiency across the United States, and in particular, low and moderate income communities.  

The Administration’s goal is to bring 1 gigawatt of solar energy to low and moderate income families by 2020.  The initiative also includes new guidance on how to use Federal Housing Administration mortgage insurance with PACE financing, new Department of Energy guidelines on best practices regarding residential PACE financing, and Veterans Affairs policy guidance on how veterans can take advantage of PACE programs through their VA Home Loan Guaranty benefit.
